Offering Solutions to the State’s Challenges

While the State of Illinois has gone 700 days without a budget, I am committing my time to offering solutions and avoiding the partisan blame game. Here are a few examples:

Property Tax Relief – I introduced legislation that would significantly LOWER area property taxes by 10%-20%. That bill is HB 4042.

Paying the State’s Bills – This spring, I put forward my debt restructuring plan that can save the state $2 Billion. You can read about it by clicking HERE.

Reducing the Size of Government – I served on the committee tasked with coming up with recommendations on consolidating units of local government to save taxpayer dollars and deliver services more efficiently. As a result of this bipartisan effort, I was the Chief Co-Sponsor of SB 3, which passed the House and Senate last week.  While the final bill was not as encompassing as I would like, this new law will make consolidation easier.  I worked my colleagues aggressively to make sure it passed.

Procurement Reform –I was the Chief Co-Sponsor of SB 8, which enacts comprehensive procurement reform affecting state government and state universities. The bill frees up Illinois purchasing officers from many obsolete provisions of current State law that increase the cost of obtaining goods and services required by the public sector for its operations.  For example, current law forbids the use of an all-electronic process to put out bids and procure goods.  SB 8 authorizes the use of electronic procurements. The final bill included some of the language I suggested.  As a result, we will now be able to streamline purchasing costs and save universities and the State millions of dollars each year.

SB 8, as amended, was approved unanimously by the Illinois House last week, and will now go to the Governor to be signed into law.
